Census Bureau TIGER File Update Project
South Dakota

The U.S. Census Bureau maintains an enormous mapping database of the United States known as the Topologically Integrated Geographic Encoding and Referencing system, commonly referred to as TIGER files. The TIGER files are heavily used by many people and organizations nationwide for a wide variety of purposes.
Eisenbraun and Associates was engaged as part of the project team commissioned to update the TIGER files to NAD83 using GPS data collection methodologies. South Dakota was chosen as one of the first full states to undergo this process in a massive project anticipated to be completed throughout the entire United States within a five-year period.
The E/A Approach
Eisenbraun and Associates crews, working as a subcontractor to PSOMAS, Inc. of California, utilized Trimble ProXRS GPS receivers to gather latitude, longitude, and a variety of other data attributes at intersections throughout the entire state. Each county in the state was partitioned into approximately 50 grid cells and candidate points where high quality data could be collected were identified within each grid cell. The E/A survey vehicles were also equipped with laptop computers attached to GPS antennas so that the vehicle position was continuously tracked on topographic road maps on the computer. The vehicles’ travel paths were also recorded and provided to the Census Bureau as part of the requested deliverables.
The Outcome
The project in South Dakota was completed on time within a very aggressive schedule with excellent results. E/A set an example of quality data collection for the project started in South Dakota, and the TIGER file update continues throughout the United States.
