Eisenbraun and Associates has provided professional engineering services requested by the Southern Missouri Recycling and Waste Management District (SMRWMD) since this four county consortium was founded in 1991 for the purpose of sharing the costs and risks associated with solid waste disposal under Subtitle "D" regulation.

The E/A Approach
Eisenbraun and Associates provided technical assistance to SMRWMD in site selection and authored both the Site Characterization and Landfill Permit Application documents which were approved for construction by the State of South Dakota.

Two state-level legal challenges of the project by opposition groups were successfully defended through due process of South Dakota solid waste regulations. Once the solid waste permit was ratified, E/A then promptly completed the final project design documents that were then approved for construction by SD DENR. A third legal challenge of the project that was filed in Federal court was successfully defended with the technical assistance of E/A.

The Outcome
During the course of litigation-related delays, E/A was contracted to provide a feasibility study to SMRWMD that would compare the life-cycle costs of operating a balefill vs a conventional landfill. Upon review of the E/A feasibility report, the SMRWMD Board of Directors retained the services of E/A to design and provide construction management for a 9,600 square-foot bale operations building that became a sister project to the disposal area. This project was competitively bid and constructed in a single construction season. The base bids for construction ranged from $235,000 to $298,000 and were below the Engineer's estimate of $300,000 which allowed for the inclusion of an integrated office structure for a total building construction cost of $282,000.
